create a template.md for RFCs #46

There is no template.md file and so the process is wrong.

We can use this from the Assister repo.

I think the existing RFCs are already using this template.

@gitaaron Since we are keeping the RFCs inside the docs repository for now, where should we put the template.md? If we put it under docs/RFCs/ then it will get rendered in the sidebar and that is not good I think.
My suggestion is we keep it outside of the docs directory. This way it is only accessible from github which is good.

Sorry I never responded here as I think we discussed in the last sprint.

We don't have to worry about it getting rendered in the sidebar as it is generated manually from what is included via sidebars.js
