No need to be a member of a pool to do manifest upload #11
For fula/manifest/upload the person who is requesting a file to be uploaded (which is I believe the goal of this endpoint) does not need to be a member of the pool. Only the person who is storing needs to. So I can be a member of no pools and still be bale to request people who are in Toronto pool to store my file (because I am paying them)
