Seems like you have a fairly high x-height (normal for such a bold typeface though). That and the weight make the ascenders seem short and might be the root reason you want to make the body part of the “h” shorter than the x-height.
But there is a more conventional way to solve the same problem. It is typical (though not required) to have ascender height taller than the cap height, by perhaps 4–6%. Like if a font’s cap height is 700, it might have an ascender height of 735.
