File fetched from an URL or selected from the local drive and "Post anonymously" checkbox status is lost after "Tag input must contain at least one rating tag" error.

Describe the bug When uploading a post without a rating tag the fetched image or file selected from the hard drive is lost and has to be refetched/reselected. The same is true for the status of "Post anonymously" checbox that is just above the "Upload" button. If selected the error is making it change it's stats to unselected.

To Reproduce Steps to reproduce the behavior:

1. Go to https://furbooru.org/images/new
2. Fetch from URL or select a file from the hard drive
3. Put the minimum number of tags but not any ratings
4. Click "upload"
5. See that there is no longer fetched image or uploaded file
6. You can add a rating tag and try uploading again but without readding the image, only to get this:

Do the above steps but also select "Post anonymously" before clicking "Upload" to observe that the box will be unchecked after the error.

Expected behavior The fetched or locally selected image should be retained after this error so that there is no need to add it again after providing the missing rating tag. The status of "Post anonymously" checkbox should also be retained after this error.
