Upgrade Go from 1.18 → 1.23.
Upgrade golangci-lint from v1.55.2 → v1.61.0.
Upgrade sigs.k8s.io/controller-tools from v0.8.0 to v0.14.0, see https://github.com/kubernetes-sigs/controller-tools/issues/880.
Add copyloopvar lint rule since Go 1.22 introduced per-iteration variables in for loops.

Tests are still failing, we'll fix them in another PR.
