Resolve #99 #100 .

수고하셨습니다. 머지하겠습니다. device-api, furiosa-rt, furiosa-native-runtime 등은 독립적으로 minor release 가능해서 아무래도 부담이 덜하네요. 0.10.0 릴리즈와 별개로 device-api release tag가 찍히는대로 릴리즈 하도록 하겠습니다.
