This PR applies the following changes:

Switched the root deps.edn to use :local/root syntax by default instead of specifying paths and dependencies.
Added portal to development namespace.
Updated dependency versions to the latest.
Fixed linter warnings.
Switched using clojure/tools.build for creating uberjar.
