See Neo Turf Masters. Maybe the cause of Viewpoint not starting up.

Check interrupt priority encoder in LSPC and test mode gates.

Fixed in 5183465. Was caused by a cell output mix-up in lspc_timer.v . The problem with Viewpoint isn't related.
