Add BIIS1200 encoder/decoder #104

Hi Furrtek, it’s possible to add a BIIS1200 (RTN2000 in France) encoder/decoder? This is a analog trunking with data system and widely use on the french motorways. If you need samples, i give you if necessary. Thanks. F0GPI

Hey, thanks for suggestion. I only read part of the specs but it seems to be slow and simple enough to be added. I'll keep you updated on progress.
