this PR adds support for 3d tet meshes so that dagmc unstructured meshes can be made

looks like the openmc docker image uses python 3.9 and therefore can't install cadquery-ocp 7.7.2 via pip.

I've put in a pr to update that docker image which would move the image to python 3.11

tests are failing due to different issues not caused by this PR. merging this in then I shall fix the CI issues
