This PR attempts to get the CI up and running again and passing the tests.

Changes to the embree compile so that it works on AMD cpus without AVX, base docker image now includes nuclear data

In general this PR improves the main branch

these are necessary updates to work with the latest python packages

the docker image has been simplified

the CI is still not working but the tests pass locally and the CI is currently failing on the main branch

So I'm thinking it is best if this is merged and the CI fix is carried out in a subsequent PR
