changes in cython (v3.0.0 release) are not currently compatible with moab so the dockerfile stopped building

this PR fixes the dockerfile and a few other minor tidy ups to the nuclear data chain file.

I also added an example of using the track files to show energy loss w_vs_c H_vs_w
