moving back to openmc dev branch #15

This PR changes the dockerfile so that it is once again cloning openmc develop branch.
Recent updates to the DAGMC OpenMC interface have now been merged in so we can make use of the develop branch once again.
We should move to a release branch with the next OpenMC merge of develop into main
