Adding conda install #99

This PR adds a conda install for the package

Also a github action has been added that automates the updating of the conda install

This PR might have to wait till an conda package exists that installs openmc along with dagmc

Failing as the CI is attempting to download h5 files from the now deleted neutronics_workflow repository
