Fixing pip install . in ci #311

USage of setuptools_scm within docker no longer has access to the .git folder and therefore has trouble finding the version

setting the paramak_version is the work around

as advised in the docs

It looks like "develop" is no longer an acceptable version number so I've changed it to "1.0.0"

this has appeared to fix some of the CI, so I shall merge this in
