FusionTime: Rounding deficiencies #34

Rounding has the following deficiencies which are shown in the codepen example.

Y Axis shows duplicate marker values. The chart should only place horizontal grid lines on a round value.
Data Markers do not use the round configuration and instead use the default formatting.
Rounding ignored for values <1
