Changes to DefaultSecurityConfiguration to look in 'esapi' directories. #206

This is an enhancement that now looks for ESAPI.properties in the 'esapi'
directory rather than just the '.esapi' directory. See 
DefaultSecurityConfiguration
javadoc for details. Note that '.esapi' is still examined first to support
backward compatibility.
