Not understand, the employee can install have the rights to do it (create package in the plugin), and it could be an admin with specified right. It's not your case?

In our organization some users (technicians) are admins from they computers so the can install wherever whatever they want, so we need to know if they are installing somthing that the organization dont authorize.

You can set a category in GLPI for the softwares allowed, like this you can filter for all softwares without category.
