installation instructions expect home assistant community store to be there #8

I followed the installation instructions for a brand new HA setup on raspberry pi and used file editor add on to try to add the files as instructed. But there was no conf folder and even if i created all these folders abd after reboot the change is not active.

I assume this is because the assumption is that HACS is already installed. I followed the installation instructions at https://www.home-assistant.io/installation/ but there was no reference to the HACS.

If you want i can create a pull request and refer to the prerequisite of having HACS installed, ok?
