user calls operator 2 operators get calls first operator picks up second operator either picks up or continues ringing first operator accepts call second operator continues menu or ringing

second operator should stop ringing or notify and quit menu when there are no callers waiting in the queue if the caller's call ends, the correct thing happens probably we are only handling when the caller leaves the queue, we should probably trigger when an operator accepts also
