twilio webhook ops/log is getting these twilio-error-32009 events for landline
attempted to call unregistered
this is surely from the exerciser
there isn't any way to prevent the metrics/outcome other than not using the webhook
because even trying again etc doesn't change the dial outcome, it doesn't matter what we get the user to experience eg retry
need better registration
why is landline so bad
