Is there any plans on adding Swedish Dvorak ? Because I wasn't able to shift to that, I'm still stuck on SwiftKey.

Perhaps you can port it from https://github.com/openboard-team/openboard/issues/243 to android-keyboard/tools/make-keyboard-text/res

If that's the relevant directory?
