Add Vietnamese Telex Input Method #56

I understand that FUTO keyboard already have QWERTY keyboard in Vietnamese language. I don't want to hold letters to open the extra character in the keyboard.

Most if not all Vietnamese use Telex or VNI on PC.

Telex Vietnamese is easier to use on a virtual keyboard.

Also there are "Simple Telex" (Which GBoard uses), there are no Press z to remove Tone or Press w to ư
