Youtube and SponsorBlock Feature Enhancement #1094

I realize a lot of effort is likely going into countermeasures for server-side ads, and that this complicates SponsorBlock as well. That said, to achieve feature parity with ReVanced and NewPipe x SponsorBlock (now Tubular), I suggest the following enhancements to the youtube plugin and/or GrayJay:

Allow seeking to start of chapters like the youtube app "chapters" menu
When playing a video, playlist, or queue, make it clear in the UI that the video is downloaded and that the download is being played
Allow download/deletion of individual videos from queue and playlist, without being actively playing the video in question.
Show SponsorBlock segments in timeline. I believe this was planned (#377 ) but the previous request was closed before completion
Allow submission of SponsorBlock segments
Allow whitelisting of channels from SponsorBlock
(new-to-class feature) Allow per-channel SponsorBlock segment type settings

In revanced I can select on a per segment type what kind of skip to use. I.e. Auto skip promotions, but manual skip for intros. This would be a nice feature to be brought here.

Would really love if they implemented "skip to highlight" as I found it very useful since so many creators like to waste their viewers' time, but I can see where they could think that such a feature could also 'hurt creators', but I also do think that this feature in hand with implementing DeArrow (#307) would help with saving Grayjay users' time and content choosing. We won't skip actual good quality long-form content.

This is something we considered but it would break the current implementation of chapters in Youtube so it would need a bit more time to rework the whole chapter system. Since this is not that high priority, we are focusing that time in other places first so that will have to wait unfortunately.

I'm not a developer, but it seems like the "skip to highlight" would just be a pop-up to skip to a particular timestamp. Independent of chapters.
