Provide a 'Blacklist' target with the following semantics:

Blacklists is like an extended "Reject"
- Blacklisted URL's are hidden from the popup window (keep the usual troublemakers out, let the popup list stay clean)
- They are even rejected when suspended mode is active (Suspend on Tab)
