policeman 0.19pre1 breaks addon installation from about:addons #195

The addon download is redirected to a CDN, but because about:addons is chrome there is no blocked entry shown in the popup even though the icon is fully red to indicate something was blocked.

Correction, there really is no notification (green icon) and the problem is also present in pre0 - I was being thrown off by the Get Add-ons page loading. Searching immediately from any other section of about:addons and attempting to install results in "There was an error downloading [name]. [Try again]()". Suspend on this tab doesn't help, Suspend operation does.

Installations started working from my testing profile for some reason, so to be sure I created another test profile and reproduced the failure by:

installing pre1 by dragging the .xpi file,
searching for another addon through about:addons,
attempting to install from the search results

I may try to narrow down what I did to the previous test profile to make it work tomorrow.
