Use `IS_BIOC_BUILD_MACHINE` instead of `BBS_HOME` #86

The Bioconductor builders have defined IS_BIOC_BUILD_MACHINE=true as an explicit test to replace BBS_HOME on both. their 'release' and devel builders, e.g., https://bioconductor.org/checkResults/3.16/bioc-LATEST/Renviron.bioc
