[Mac Manager] exclude HOST_DVR_MAC_PREFIX "fe:16:11:" and mac used by DHCP server #491

Mac Manager should don't allocate the follow mac addresses to ports:

  1. HOST_DVR_MAC_PREFIX: "fe:16:11:*"
  2. 60:d7:55:f7:c2:09 used by the current ACA DHCP server source mac, we can actually use a mac from the above e.g. fe:16:11:00:00:00 or fe:16:11:ff:ff:ff if we agree with this approach
