[CI/CD E2E] Improve ping test script

This PR proposes the following fixes:

• Fix ovs-docker port deletion command syntax error which made the rest of the test suspicious.
• Fix the order of network element creation and operations for L3 scenario 4 test (ping test with -t 1 options)
• Add some extra debug output for now.
