Improve caching performance for port/ip/vpc manager

Port manager improvement

• Create dynamic cache for every project instead of vpc for neighbor cache.
• Update SubnetPortIds cache data structure: Using <subnet_id/port_id, subnet_id> instead of <subnet_id, Set(port_id)> to improve update performance.

Ip manager improvement

• Using Integer and byte to store ip and ip status to decrease cache get and put data size.
• Add vpcId parameter which send from subnet manager for delete ip range.

Common db improvement

• Apply ignite thin client Partition awareness. With partition awareness in place, the thin client can directly route queries and operations to the primary nodes that own the data required for the queries. This eliminates the bottleneck, allowing the application to scale more easily.

Vpc manager improvement

• Create dynamic cache for every project instead of vpc for VpcSubnetId cache.
