Create database and cluster catalog in k2 #28

I decided to remove all dependencies and add files incrementally. This PR is only for managing cluster and database info without tables and indexes. It's not tested.

@jfunston Let me know if I should integrate database and index catalog creation with pggate api for testing or you will be working on it.
