Throttle by app id for resource abusive software #32

already several modules for "traffic shaping" (dx) for verizon to limit my 
UNLIMITED account

I would like to throttle, and upper limit outright block traffic, by a given 
application.

I have set all email accounts to poll NEVER yet the app notifies when I have 
email and I can see ongoing connections often open to mail servers

If not shaping with stb module then consider temporarily blocking with iptables 
rule.  Create a netsentry chain to make flushing less cumbersome (for you, and 
us with our own chains)

I use droidwall and add rules to both chains: input, output.
