Uses wrong vibration intensity from andriod sound settings

What steps will reproduce the problem?
1. Receiving a text / SMS popup notification 

What is the expected output? What do you see instead?

I'm ICS sound settings on a Samsung galaxy S2 it is possible to control 
vibration intensity for ringtones, notifications, and vibrations on touch 
(keytouches).

SMS popup's intensity uses the key touch vibration level instead of the 
notification vibration level.

What version of the product are you using? On what operating system?

ICS 4.0.4 on Samsung galaxy s2 skyrocket Att

I have been reading your comment. I followed it. sms up vibrate is strong and 
its working however i don't want that vibrate when i touch.. How do i turn the 
vibrate on touch off? My mobile is samsung s2 same yours. Android version 4.0.3 
.. where do i find the Operating system?
