Attempted some -Wdocumentation warnings cleanup. #549

Was randomly looking through the bazillions of warnings we have with -Weverything, and -Wdocumentation caught my eye. I'm relatively new to doxygen, so let me know if there are things I've done that are silly or make things worse!

I have not addressed any-Wdocumentation-deprecated-sync warnings - and like this update, it's probably very far from urgent.
