Fixes crasher and adds mlevel 1 resteictions to CONTENTS_ARRAY. #723

CONTENTS should no longer crash when there are no contents. (My last PR caused this).

CONTENTS_ARRAY should now return an array with the same mlevel-1 restrictions as CONTENTS.
