Fix 'use_systick' referenced before assignment #8

With commit 8650435, 'use_nvic' gets initialized earlier. However, it depends on 'use_systick', which is not defined yet at the new location.

Oh yes, I oversaw that. Thank you for the PR. Interestingly, it did not show immediately when I tested it (but it should have?).
