nsis should build x64 installer on win64 #145

Currently, the DRE 64bit binaries are packaged in a 32bit installer.  Not 
such a big problem, but windows thinks this is a 32bit application and tries 
to install in Program Files (x86).  See what can be done about this.

Fixed by modifying builder python script to modify NSI file (slightly).
