Support for ZIPped network+data files #78

Once the path substitution is complete (issue 77), create support for
zipped network packs.  Such a network contains a single DVN file along with
a number of referenced data files.

DeVIDE should be able to import and export such files.  This will also be
the ideal format for the network repository website described in issue 63.

Removing 8.9 milestone.  This is for a later release.
