Drag anything to hotbar not working for players

Describe the bug

As a player, even with makro-permissions, it is not possible to drag the actor onto the hotbar and thereby getting a shortcut to the character sheet there.( It works as a GM within Foundry Application.)

Reproduction

Drag the actor. The actor is not dragged by the mouse anywhere.

System Info

Google Chrome.

• [X] Disabled all modules.
• [X] Checked if the issue is present in a new world instance (create a new world in foundry using the Forbidden Lands system).

Maybe i should have posted it in the foundry core system... But i dont know the address in GitHub. I can do that if someone guide me 🙂
