I am getting an error on a brand new world trying to import the core rules. Cannot convert undefined or null to object

Foundry version - Version 10 - Build 291

I've uninstalled the system and the core rules and started fresh and the failure still happens.

Reproduction

I can reproduce this on a brand new world and only enabling the core rules.

High (a broken feature, major functional impact)

Validations

• [X] Done a clean install of the system.
• [X] Disabled all modules.
• [X] Checked if the issue is present in a new world instance (create a new world in foundry using the Twilight 2000 system).

[icedern]

rebooting my server cleared the issue.
