Reorganized ozfortress configs #1

owl-push and owl-koth for regular owl rounds, allow ties owl-push-finals and owl-koth-finals don't allow ties ozf-push and ozf-koth follow more standard scrim configs ozf-ctf and ozf-stopwatch for legacy competitions

This was addressed in the commit 10ee466. This pull request couldn't be merged in because the match configs were in the process of being separated into several different files.
