I saw this some time ago, I think.
The file is in ~/.platformio/packages/tool-openocd/scripts/board/ek-tm4c123gxl.cfg, both files are in that directory.

The deprecated file is referenced in ./platforms/titiva/boards/lptm4c123gh6pm.json
