Add Debian packaging #103

CPack makes it easy to create packages and we should use it to create Debian packaging at least.

Implemented with https://github.com/fwsGonzo/libriscv/pull/102, but some parts are still missing:

With https://github.com/fwsGonzo/libriscv/commit/f4460b406d2332801c34c90be92d4ee1e98ecb17 there is now pkg_check_modules usage in the example program
