customizable markup comment indent #1272

eslint-html wants every indent to be consistent, which means <!-- comments as well as every other type of element, but this cannot be customized in web-mode. This PR makes it possible to do so.

(I've ignored standard-indent here since it was ignored before for some reason, but I don't know if that's the right way to handle it.)
