It is not explicitly stated, but the site mentions Windows 7, 10, 11. Formally, it should work on Windows 7 and higher. Current drivers (version 14) come in Win7 and Win10 varieties. This means that for other systems it works through compatibility mode. The program itself runs on the basis of the designated driver. If other software requires an active "native" sound device driver, then additional functions may not work. This needs to be checked individually.
I'm not a developer or a support employee, so I can't answer in more detail.

Razer Surround Pro does a Great job in Improving sound on ROG Fusion II 300, Does FX Sound make the headset sound Louder and Remove the Sound Limitations set by ASUS to Protect users ear ?, I want Powerful Sound, If FX Sound is a Lightweight software with Requirements of only 1 or 2 background processes, I will try it.
Even if it does not work with Win 8.1, Still Let me know, I will try it on Windows 11 Supernova VM
