IOException specification needed for Android SDK level 21 #84

If I upgrade the compile SDK from 19 (Kitkat) to 21 (Lollipop), some methods such as MediaCodec.createByCodecName will specify "throws IOException", which in turn will require libstreaming methods to specify it, otherwise I get a compile error under Android Studio.

Same with the functions configureEncoder and configureDecoder.

@gussmith23 I like your work especially the magician project. But where are the database files for that project? I would like to interview for a role in my Startup in Bay Area. Get back to me with your files.

Instead what you can do is just email me the entire project as you did for your homework in two parts- the initial phase and final if that makes it easy.
