Add bundle tool and upgrade build-tools #27

The new version of build-tools is 33.0.2 where aapt2 is provided.

We need bundletool to correctly release an Android aab pacakge.

Note: I cleaned up the Dockerfile to avoid reinstallation of .deb files when we change a version.
