The issue arises from the GHG inventory data. Rhodium data is aggregated at the "All industry" level (which corresponds to IPCC category 1A2). However the WCPD data has a "0" entry for that row. [I may not have applied the aggregate scope script in the last update...].
One line in the script currently excludes sector '1A2' from the aggregation (and should exclude all aggregated levels), which is a problem in cases like CA when emissions data is available at more aggregated level than the that of the WCPD. The script should be adjusted to account for that and account for all industrial emissions given that all these emissions are covered by the CA CaT.
