Province-level (total) GHG emissions for China's provinces #30

We currently don't have province-level total GHG emissions for Chinese provinces. This prevents calculation of coverage (as a share of total GHG emissions) figures from province-level carbon pricing mechanisms.

We currently don't have state-level total GHG emissions for Chinese provinces. This prevents calculation of coverage (as a share of total GHG and total CO2 emissions) figures from state-level carbon pricing mechanisms such as the Baja California carbon tax.
