In the file _raw/coverage_factor/nor_tax_I_cf.csv, IPCC categories 1A3B, 1A4A, 1A4B, 1A4C2 have been assigned a coverage_factor of 0.1 from 2009 onward (following introduction of the EU ETS). These categories are not covered by the EU ETS and so the value should revert to 1.
